Tabs might be a bit too unwieldy, since you'd have to toggle through them to get what you want. Plus, they would take up a lot of horizontal space.
I'd recommend collapsible categories based on the resource type, then subcategories based on specific types of resources.
For example, you have an "Ore" category, which encompasses things like Iron, Copper, Coal, Limestone, etc. You could have a "Bio" category, for things like Biomass and Biofuel. An "Oil" category for things like plastic and rubber, etc.
Then, under a specific category, say Ore, you have something like an "Ingot" category, which would have things like Iron Ingots, Copper Ingots, Steel Ingots, etc.
Then, beyond even that, there should be subcategories of specific items if they have alternate recipes.
There should also be a button to "Toggle All Categories," which would simply expand or collapse all of the categories.
Alternatively, you can base each category off of which tier they come from, but I think what I said before seems more organized.
