Not sure if this is intended or not, but power consumption change by under-clocking/over-clocking needs a certain time to be effective.

If power network shutdown happens, under-clocking a building does not lower power consumption immediately and it causes power network shutdown again after recovering.

To avoid this, I need to under-clock the building, turn it off, restart power network, then turn it on.

Yeah, the over/underclocking change only applies when the machine finishes the current recipe.

August 28th update: We've removed downvotes!
