Will foundations cancel the vegetation that pops up, like grass and flowers waiving through the floor?

When placing a foundation, grass and flowers will still regrow and pop up through the floor. can it be implemented that a foundation, or a building, will cancel any vegetation that will grow on that spot? On the same note, it can then be made mandatory that you have to clear an area before any construction can commence.

Foundation prevent plants regrow, but only if you're touching the ground.

but I had a tree that I originally cut down regrow through a transfer-tower that I built. additionally, I am having flowers regrow through my factory floors. so not really sure if it is fully implemented that bases prevent regrowth.
