If your vehicle is on a water jetty and you are falling into the water, you are able to enter the vehicle without stable ground under your feet. But if you are leaving the Vehicle than your character is unable to build or hold a wepon, you can run and jump but the rest is like you are in water. You have to spring into the water again and swim to a coast again, then your character leaving "swimming"-State.
