I've had this same problem from several updates ago.
CPU usage around 70%
GPU less than 50%
fps 20-30, sometimes dropping to less than 10 (maybe when autosaving)

Before this started, it was over 80fps all the time.

CPU i5 6600K 4.2Ghz
GPU 1070ti

I'm also having some localized lag. I've traced the problem back to fog. Disabling it makes a world of difference. The instructions for doing so can be found on Redit.

The disabling of the fog, has brought no improvement!

I am having similar issues. In general the more I play the worse it is getting and the experimental build even has lower FPS than EA.

Something seems to have an impact on the utilization of the GPU and CPU later in the game.
And at a first glance it does not seem to be the CPU that restricts the GPU for me.

- CPU utilization at around 35-40% (way higher than in the game that I played a lot of hours, see below)
- FPS at around 140 to 160

- GPU utilization usually does not go higher than 60%
- CPU utilization usually does not go higher than 30%
- FPS does not go higher than 63-64

Around 200h play time game (experimental)
- GPU utilization usually does not go higher than 60%
- CPU utilization usually does not go higher than 30%
- FPS does not go higher than 55
