Like, what is the theory or math behind modular frames initially at 12 reinforced plates per minute? So without over or under clocking production you need 3 assembles for reinforced plates , when roughly everything else only requires approximately 1.5.

Well, over or under clock then.  Problem solved.  

Also, there are a couple reinforced plate alternatives that increase output/min.
