It seems like you can only place jump pads in the four cardinal grid directions, relative to the foundation they're on. You're probably meant to use two jump pads at right angles, but between the extra power draw and the need to keep jump pad routes aligned across potentially mis-aligned sections of foundation, the temptation is too great just to put them on the ground.
