ı suggest that inside of the cars must be modified as filtering the gases and radioactive particles in the air.  and the other is characters can be equipped with 2 or more items such as hazmat suit with parachute or parachute with blade runner.

Not sure how that would be logical. The tractor, you're standing on the back right corner of the vehicle, exposed to the elements. The explorer is a seat with a roll cage. Again, exposed to the elements.

Which perfectly explains why standing on the outside on a tractor while wearing a gas mask. You take gas damage.

Equip a gas mask, dismantle the vehicle, and re-assemble it on the other side of the gas cloud. There's no need for this, the game already has a mechanic to get vehicles through gas clouds.

Generally I wouldn't have the cargo bay full on an explorer when I'm running around. I always make sure the explorer's cargo bay is empty so I can get through gas clouds with it myself. Then again I have the maximum personal inventory upgrade slots possible at the moment, so it's easy for me.

Dissassembling/reassembling doesn't help if you're trying to set an autopilot path that goes through a gas field.

In that case then use foundations and build a small bridge/platform above the top of the gas cloud. They don't go up very high, 3-4 wall tiles upwards.

I've done it multiple times in my build in several places. I build bridges and ramps above gas clouds. I wouldn't of said it if it isn't possible. In fact if you really wanted to you could completely encase a gas cloud area inside of walls and walk right over top of it as if it wasn't there. There's a way around everything in-game if you use your mind and think about it.
