Space Elevator stage 7 and 8 are unavailable in early access, is this normal at game version Early Access CL#97236 ?

I played the game after the release of early access for a couple of months, and now i want play again, because of trains and the newest updates, but the game is updatet (Early Access CL#97236) and its look the same like 5 months ago. Is this a bug or somtheing like this?

Your game version is outdated , Current version is 103400
