Option to disable build animation

When building up close, frequent for some things like foundations and walls, that quick bright flash in the eyes is a bit bright. The whole animation is very good and I would not wish it diminished in any way, just an option in the menu to disable it, or tone down the bright flash, that we can turn off when needed.
