Are the HUB and Space Elevator movable? I set them up at the beginning of the game but now want to move them to a different position. I saved the game and tried, but when I did so, the HUB displayed a lot of flashing exclamation marks that I couldn't find a way to dismiss, so I reloaded the game to my save which put them back to where they were. However I still would like to move the HUB and Elevator, any suggestions on the best wat to do that please?

Yes, they can be moved. Dismantle and then place in new location.

And the flashing exclamation marks are notifications about the items in the Hub. just click, pen menu of the machine/item where the exclamation mark points out, and it will be gone.
