Adding a Quantifiable about of ore in the mining spots. forcing the player to expand and cover greater distances.

The issue with this is that the world is finite. There are limited numbers of ore deposits, rather than limited ore you can get from each. This means people need to expand to gain access to greater rates of resource harvesting rather than just because they ran out. While I see the point to your suggestion, it means worlds would be limited and many players would not like the inability to go to the super end-game.
